 * * * Fishing: Feeding, Teaching, or Both? * * *

      There is an old saying which goes something like this; "Give a man a fish and he'll eat for a day.  Teach a man to fish and he'll eat for a lifetime."   In regards to the public and private efforts to help our country's needy, what does this old saying have to tell us as we head into the first part of the next millennium? 
      Should government programs focus on feeding the needy, or teaching them to fish?  Given the fact that many people need and even rely on government help in many areas, what does this say about how we as a individuals are personally taking care of the needy around us?
